华语青年影像论坛“北京计划2010”，致力于扶持华语青年影像创作者，促进有市场潜力的电影项目和业内有实力的电影投资人、投资公司互动交流的电影计划融资、推广平台。“北京计划”在全国征集优秀的电影创意及制作计划，通过安排每个入围电影计划的导演、制片人与受邀参加论坛的国内众多电影投资人、投资公司进行面对面的系列会谈，借此平台帮助入围的电影计划找到未来潜在的投资方和合作伙伴。

自2006年成功举办后，一直备受业内人士关注，并取得不俗成绩。“北京计划2007”创投基金获得者《八月未央》导演李凯在获得百万创投基金的同时，更获得400万的投资，拍摄计划也在紧锣密鼓的筹备中。“北京计划2007”入围项目之一《完美新娘》已由天工智业文化传播有限公司投资拍摄，于2009年6月份上映。往届入围北京计划的项目还有多个已拍摄完成，如《欠我十万零五千》、《马文的战争》等。此外，其他入围项目也在紧张筹备过程中。

主办方在总结前三届的成功经验基础上，今年推陈出新，邀请国内外近百家业内有实力的影视专业投资、制作公司及其他相关风险投资与民营资本参加电影融资会，以帮助入围电影计划项目找到合适的潜在投资，同时，还邀请业内知名专家与学者对电影计划项目进行专业性、艺术性、思想性的综合评估。“北京计划2010”在奖项设置上也做出调整，除设立“万元奖金”与“创投基金”以外，还增加若干入围奖项。
